All standard flues are referred to by their outside diameter, which is usually 1/4" larger than its inside diameter. (For example: the diameter of a 3" Flue Brush is approximately 2-3/4", or the inside diameter of a standard 3" flue.) Brushes are designed for manual cleaning or for use with power tools.
